Three routes to Tennessee’s most legendary whitewater and tubing destination!
The Hiwassee River at Reliance, Tennessee is one of the Southeast’s premier float destinations – a TVA dam-controlled stretch of Class I, II, and III whitewater flowing through the Cherokee National Forest and Hiwassee Scenic River State Park. Known as the “Powerhouse to Reliance” run, this 5.5-mile stretch from the Apalachia Powerhouse to the town of Reliance delivers everything from gentle family-friendly floating to the thrilling Class III Devil’s Shoals rapid. Because water levels are controlled by the Tennessee Valley Authority’s daily Apalachia Dam release schedule, paddlers and tubers enjoy reliable, predictable conditions – a rare luxury in mountain river recreation.
We’re showing you THREE approaches to this destination: from the north/northeast via Tellico Plains (20.36 miles), from the west via US-411 (5.9 miles), and from the south via the Ocoee River on Route 30 (9.21 miles). Your starting location determines your route – choose based on where you’re coming from, then get on the water!
THE DESTINATION: HIWASSEE RIVER AT RELIANCE
The Hiwassee Blueway: The broader regional name for this paddling and floating corridor is the Hiwassee Blueway – a designated recreational waterway that draws visitors from across the Southeast. The specific run most visitors experience is the “Powerhouse to Reliance” section, beginning directly below the TVA’s Apalachia Powerhouse dam and ending near the historic town of Reliance.
What To Expect On The Water:
- Class I & II Rapids: Gentle, accessible sections perfect for families, beginners, and tubers
- Devil’s Shoals – Class III: The signature rapid that provides the thrill factor for experienced paddlers
- 5.5-mile stretch: Perfect length for a full morning or afternoon float
- TVA Dam-Controlled: Daily Apalachia Dam water releases guarantee reliable water levels – check the TVA release schedule before your visit
- Cherokee National Forest Setting: Stunning natural corridor with dense forest canopy and mountain views
- Hiwassee Scenic River State Park: Protected waterway ensuring pristine natural conditions
Your Outfitters:
Hiwassee Outfitters The established outfitter serving the Hiwassee River corridor, offering tube and raft rentals, shuttle services, and local expertise. Your Tellico Plains approach route ends here.

Webb Brothers Rafts A legendary Reliance outfitter serving the Hiwassee River run. Your Ocoee River Route 30 approach ends here.

Pro Tip – TVA Water Releases: Unlike natural rivers that depend on rainfall, the Hiwassee runs on TVA’s Apalachia Dam release schedule. Check the daily release schedule at tvawaterschedules.com before planning your visit. Release days guarantee excellent floating conditions; non-release days can leave the river too low for comfortable tubing.
ROUTE 1: TELLICO PLAINS TO HIWASSEE OUTFITTERS
The North/Northeast Approach – 20.36 Miles
Route Stats:
- Total Distance: 20.36 miles
- Max Elevation: 1,195 ft
- Min Elevation: 751 ft
- Total Climbing: 1,241 ft
- Total Descent: 1,369 ft
- Total Time: Approximately 34 minutes riding
Ratings:
- CowFactor: 🐄🐄🐄 (3 Cows – Authentic farm country riding!)
- PeakFactor: 🏔️🏔️🏔️ (3 Peaks – Consistent mountain work with 1,241 ft climbing)
- CreekFactor: Not rated on this approach
The North/Northeast Journey: The Tellico Plains approach is the longest of the three routes at 20.36 miles, but it delivers the most complete riding experience on the way to the river. With a CowFactor of 3, this route winds through authentic Tennessee farm country – working farms, pastures, and agricultural landscapes that characterize this part of the Cherokee National Forest region. The 1,241 feet of climbing earns a solid PeakFactor 3 rating, keeping you engaged with consistent elevation work as you descend toward the Hiwassee corridor.
This is the natural approach for riders coming from the north and northeast – Knoxville area, the Cherohala Skyway eastern corridor, and the Tellico Plains area itself. The 34-minute ride gives you meaningful saddle time through farm and mountain country before trading two wheels for a tube or raft on the Hiwassee.
The absence of a CreekFactor rating on this approach doesn’t mean you won’t see water – it simply means the route doesn’t follow a dominant creek or river corridor on the way in. The river reveals itself as a reward at the end rather than as a companion along the way.
ROUTE 2: 411 TO HIWASSEE RIVER EXPERIENCES IN RELIANCE
The Western Approach – 5.9 Miles
Route Stats:
- Total Distance: 5.9 miles
- Max Elevation: 831 ft
- Min Elevation: 723 ft
- Total Climbing: 226 ft
- Total Descent: 226 ft
- Total Time: Approximately 9 minutes riding
Ratings:
- CowFactor: 🐄 (1 Cow – Minimal farm country)
- PeakFactor: 🏔️🏔️ (2 Peaks – Gentle elevation changes, 226 ft climbing)
- CreekFactor: 💧💧💧💧💧 (5 Creeks – MAXIMUM RATING! River corridor riding at its finest!)
The Western Journey: This is the most dramatic route in terms of what it offers for its size. At just 5.9 miles and 9 minutes of riding time, the 411 to Hiwassee River Experiences route earns CowFactor’s maximum CreekFactor rating of 5 – the highest possible score. This route follows the Hiwassee River corridor directly, meaning you’re riding alongside the very water you’re about to float on. The elevation change is minimal (just 226 feet up and down) because you’re following the river grade rather than crossing mountain ridges.
With a PeakFactor of 2, this is the most relaxed riding approach of the three – gentle, flowing, scenic. The CowFactor 1 reflects minimal farm country, because this route is dominated entirely by the river environment rather than agricultural landscapes. You don’t need cows when you have a Class III river running beside you.
This is the perfect approach for riders coming from the west on US-411 – including Chattanooga and Cleveland, Tennessee. The short distance means you spend almost no time getting there and maximum time on the water. The maximum CreekFactor 5 rating makes this route unique in the CowFactor database – you’re not just riding to the river, you’re riding WITH the river the entire way.
ROUTE 3: OCOEE RIVER TO WEBB BROTHERS RAFTS ON ROUTE 30
The Southern Approach – 9.21 Miles
Route Stats:
- Total Distance: 9.21 miles
- Max Elevation: 1,120 ft
- Min Elevation: 774 ft
- Total Climbing: 751 ft
- Total Descent: 856 ft
- Total Time: Approximately 16 minutes riding
Ratings:
- CowFactor: 🐄🐄 (2 Cows – Some farm country mixed with forest)
- PeakFactor: 🏔️🏔️🏔️ (3 Peaks – Solid elevation work with 751 ft climbing)
- CreekFactor: 💧💧💧 (3 Creeks – Dual river character, Ocoee and Hiwassee!)
The Southern Journey: The Route 30 approach from the Ocoee River is the most unique of the three routes because it begins at one legendary Tennessee river and ends at another. Starting at the Ocoee River – famous for its role in the 1996 Atlanta Olympics whitewater events and one of the Southeast’s most celebrated whitewater rivers – you’ll ride north on Route 30 through a combination of forest and farm terrain to reach Webb Brothers Rafts on the Hiwassee.
The CowFactor 2 reflects a mix of agricultural and forest landscape – more rural character than the river-focused 411 route, but less farm-dominated than the Tellico Plains approach. The PeakFactor 3 rating comes from 751 feet of climbing packed into 9.21 miles, delivering engaging elevation work in a compact distance. The CreekFactor 3 acknowledges the dual river character of this route – you’re leaving one river environment and arriving at another, with water features defining both ends of your ride.
This is the natural approach for riders coming from the south – Ducktown, McCaysville/Copperhill, and Georgia (Ellijay, Blue Ridge, Blairsville). The 16-minute ride gives you just enough saddle time to transition from the Ocoee energy to the more relaxed Hiwassee character.

- Morning ride in, afternoon float: Arrive via your natural route, float the Hiwassee, return via a different route for a loop experience
- Two-river day: Start at the Ocoee (Route 30 approach), ride to Hiwassee, float the river, return via 411 or Tellico Plains
- Multi-day strategy: Use the Hiwassee as a midpoint destination in a larger North Georgia/Western NC/East Tennessee riding trip

THE “HOW TO GET THERE” SERIES:
This is the latest in our growing “How To Get There” series – showing multiple routes to the same destination so riders can plan based on their starting point rather than a one-size-fits-all approach. The Hiwassee River at Reliance is unique in this series because:
- Three distinct outfitters serve the same river run – each approach connects naturally to a different operation
- The 411 route earns a perfect CreekFactor 5 – the first maximum creek rating in our database
- Two-river potential – the Route 30 approach uniquely connects two legendary Tennessee whitewater rivers in one riding day
- TVA-controlled water means this destination is reliably accessible when others aren’t – making it a true all-season riding destination
Whether you’re approaching from the north/northeast via Tellico Plains, the west via US-411, or the south via the Ocoee River corridor, the Hiwassee River at Reliance is worth the ride. Put the bike on the kickstand, grab a tube, and let Devil’s Shoals do the rest.
